1. Patient focus The section thoroughly addresses federal and state laws and regulations governing interactions with patients, data privacy, malpractice, licensing of facilities and personnel in depth and at all levels of government aimed at protecting patients from malfeasance. The section addresses federal or state laws and regulations but does not do so in extensive detail; some critical regulations are not addressed. Legal and regulatory issues for patient care are superficially addressed. More than one critical law or regulation is missing. Very little detail on specific is provided.
2. Human resources and employee laws The section thoroughly addresses federal, state and municipal laws and regulations governing hiring, ADA, EEO, employee compensation, evaluation, licensing, family medical leave, and the status of employees vs. contractors. This section addresses some laws and regulations at the state or federal level but does not do so in detail; some critical laws and regulations governing hiring and management in health care are missing. Legal and regulatory issues for employee hiring, credentialing, compensation, evaluation, are only superficially addressed. Critical laws and regulations are missing.
3. Organizational incorporation and legal framework The legal framework governing the creation of the entity is presented in detail, including applicable corporate or IRS codes.  There is clear specification about the management structure and governance of the entity for functioning in full compliance with the law.  Issues related to the legal operations of for-profit or not-for-profit status are thoroughly addressed. The legal framework for the entity is mentioned as either not for profit or for profit, but specifics are not addressed and the legal regulations governing control of the entity are addressed superficially. The legal framework for the entity is either missing entirely or only superficially addressed.  It is difficult to evaluate the organizational management framework or structure from a legal perspective.
4. Miscellaneous laws and regulations Other legal and regulatory issues not specifically related to patients, employees and legal structure are clearly delineated and explained.  Sufficient detail is presented to evaluate the organization’s ability to address the regulatory environment. Other legal and regulatory issues are mentioned but there is not much detail.  There is some lack of understanding of what constitutes the regulatory environment. Other legal and regulatory issues not related to patients, employees or legal structure, are missing completely.
