chemical and biological weapons

I want to write about chemical and biological weapons as follows:
1- An introduction that includes (facts about it, its history)
2- The main topic includes (we put a question about chemical and biological weapons, then we answer it) The question is: What are the global regulations issued regarding these weapons? Is it actually applied on the ground? (The answer from my viewpoint and the different views posted.)
3- Conclude by talking about how to limit the use of these weapons
