The digital divide in least developed countries (LDCs) is both an economic and social issue. Should this be left to the local market forces to correct, should the US government and the European Union provide help using taxpayers money, or should multinational corporations help by allocating on their own some of their profits that they made in these LDCs, as a goodwill effort?
