Graphical Spend Plan

Build a spend plan tracker for year 2022 that is graphical. This should be a monthly product that shows funding on the vertical access and time across the horizontal access.  Should have three lines, planned, committed, and obligated.   Nothing has been committed or obligated since is for 2022.
