After rreading the staffing presentation by Chief King and Chief Nayor, you will consider their perspectives as you are now the Chief of Anytown, USA. Your staffing is operating at about a low of 60% of its budgeting strength. Since you have always made it work, the Mayor and City Council are mulling over the possibility of cutting your recruiting budget by 50% to assist other priorities in the city which means hiring new recruits will be minimal. In fact, when looking at your attrition, you will be at a net loss in terms of the total officers in the department. To make matters worse, the mayor has given you the following priorities:

  • Create a Homeless Outreach Team that assists not only the homeless but the mentally ill population as well. This team should consist of a Sergeant and six officers.
  • Change to a 12-hour shift cycle so you have more coverage with less officers.
  • Reduce the budget of your recruiting unit since you will not be hiring as many new officers.
  • Crime on the south end of the city has surged, so the mayor wants you to use technology and directed patrols to eliminate these crime issues.

Your job is to author a two-page memo addressed to the mayor citing the need to retain most if not all of your staffing and recruiting budget. Provide specific reasoning to validate your operational decisions. The proposal should be two pages maximum, double-spaced, using standard fonts and margins, and formatted similar to your own department memos.
